ACC Arrests Mpika District Registrar, Former Council Chairperson

The Anti-Corruption Commission has arrested the District Registrar in Mpika and the former
Council Chairperson for Mpika District Council for unlawful making of an entry on a National
Registration Card (NRC) and for being in possession of a NRC on which an unlawful entry was
made respectively.
Boyd Banda 59, the District Registrar under the Department of National Registration, Passports
and Citizenship, of Mpika One Compound in Mpika, has been charged with one count of
Unlawful making of an entry on a National Registration Card contrary to section 13(1)(f) of the
National Registration Act Chapter 126 of the Laws of Zambia.
Christopher Mulenga 51, the former Council Chairperson for Mpika Town Council has
been charged with one count of knowingly being in possession of a National Registration card on which an unlawful entry was made contrary to section 13(1)(i) of the National Registration Act
Chapter 126 of the Laws of Zambia.
Investigations established that between July 2015 and May 2016, Banda being a person
employed as a District Registrar in Mpika did unlawfully alter a National Registration Card
number 162778/45/1 belonging to the said Christopher Mulenga by entering another name RICHARD on it, so as to correspond with the names on a grade 12 certificate, which document, Mr. Mulenga used to file for nominations as Council Chairperson during the 2016 elections.

Both Banda and Mulenga have since been released on Bond and will appear in court soon.
