Foreword
The Government of Zambia has identified addressing corruption as one of its key priorities. The Anti-Corruption Commission is tasked with leading this fight to prevent and combat corruption. After a period during which the Anti-Corruption Commission fought for its very survival the external environment has changed and the Anti Corruption Commission has the opportunity to take advantage of widespread support. In the 2004-2008 Strategic Plan the Anti-Corruption Commission outlines how it is going to capitalise on this support.
While the Anti Corruption Commission is an autonomous institution, its primary source of financial support is from the Government of the Republic of Zambia. Accordingly, it was deemed appropriate for Anti-Corruption Commission to follow the same process as Ministries and other agencies in developing the 2004 to 2008 Strategic Plan. The Management Development Division of Cabinet Office is thanked for facilitating the process.
The Plan, which has been developed is the result of widespread consultation and dialogue with all of the Anti-Corruption Commission's stakeholder groups and is a document, which the Anti-Corruption Commission has taken strong ownership of. This plan will form the basis for annual operational plans which will in turn form the budgetary process.
The word 'prevent' appears in the Mission Statement, begins to highlight the increased emphasis that the Anti-Corruption Commission plans to put on Corruption Prevention. The emphasis continues throughout the Plan. It is stated that by December 2004 a 'National Corruption Prevention Policy' will be in place, thereby enabling all Zambians to properly direct their efforts in the fight against corruption.
While recognising that 'prevention is better than cure' the Anti-Corruption Commission realises that its goal 'To achieve a significant reduction in the levels of corruption in Zambia' will take several years to realise. Accordingly, the plan also makes provision for improving the ability of the Anti-Corruption Commission to combat corruption, which has already occurred. Accordingly strategies to create a more enabling legislative environment and to continue the upgrade of the investigations sections of the Anti Corruption Commission have been designed. Particular importance has been placed on reducing the amount of time taken to investigate complaints and thereafter to prosecute cases were the complaint is found to have merit.
The general public are the 'eyes and ears' of the Anti-Corruption Commission, without whose support the fight against corruption would be lost even before it is started. This Strategic Plan allows for the Anti-Corruption Commission to increase its efforts to educate the public on the evils of corruption and the impact that each individual can have in the fight.
Through this Strategic Plan, the Anti-Corruption Commission hopes to be able to spread its values of integrity, transparency and accountability throughout Zambia thereby improving the lives of all honest people in Zambia.
